SCOPE OF THIS MANUAL: This manual covers the operation of the Wheelchair Loader after it has been installed and commissioned.
Do not attempt to install or commission a Wheelchair Loader unless you have been trained and authorised by Tieman.

OWNERS RESPONSIB1LITY To ensure both your safety and the safety of others, and the continued effective operation of your Tieman Wheelchair Loader your responsibilities are as follows: Before operating the Wheelchair Loader, please read & ensure you understand both the safety instructions & the operating instruction. If you do not fully understand these instructions, contact either Tieman or an authorised Tieman agent for clarification before operating your Wheelchair Loader. The Owner must review the Risk Assessment in this manual and ensure that action is taken to address the identified hazards. The owner is also responsible to ensure that a risk assessment on the Wheelchair Loader in their operating environment is done. Check that your Wheelchair Loader is fitted with a Tieman serial number plate and that the plate has the serial number and the installation date engraved on it. Absence of the Tieman serial number plate will invalidate your warranty. If the serial number plate was not fitted when the Wheelchair Loader was installed, or the serial number and/or installation date was not engraved on the plate, immediately contact the installer for rectification. If any person other than the manufacturer (TIEMAN INDUSTRIES PTY LTD) installed your Wheelchair Loader (this is indicated by a green & silver serial number plate) you need to contact the installer for any repairs that you consider to be covered by warranty. (If installed by TIEMAN INDUSTRIES PTY LTD the serial number plate will be blue & silver) Tieman Industries product warranty will be affected if installation is not properly completed by third parties other than Tieman Industries. This Owner’s Manual should be kept in a safe place where it is easily accessible to the user. Please complete the section below for future reference purposes.

This Owner’s Manual should be considered a permanent part of the vehicle and should remain within the vehicle at time of resale if Wheelchair Loader is to be sold with vehicle.

SAFETY INSTRUCTIONS BEFORE OPERATING THE WHEELCHAIR LOADER, PLEASE READ & ENSURE YOU UNDERSTAND BOTH THE SAFETY INSTRUCTIONS & THE OPERATING INSTRUCTIONS. IF YOU DO NOT FULLY UNDERSTAND THESE INSTRUCTIONS, CONTACT EITHER TIEMAN OR AN AUTHORISED TIEMAN AGENT FOR CLARIFICATION BEFORE OPERATING YOUR WHEELCHAIR LOADER.
•
Improper operation of this Wheelchair Loader may result in serious personal injury. Do not operate unless you have been properly instructed and have read, and understand both the safety and operating instructions.
•
Ensure vehicle engine is turned OFF prior to using Wheelchair Loader.
•
Ensure vehicle is parked on level ground prior to using Wheelchair Loader.
•
If you must ride the platform to assist Wheelchair Passenger do so with care.
•
Be certain the vehicle is properly and securely braked before operating Wheelchair Loader. Make sure vehicle hand brake is applied prior to operating hoist.
•
Do not overload. Remember that the load limit applies to both raising and lowering operations.
•
Never stand in or move through, or allow anyone else to stand in or move through, the area in which the Wheelchair Loader may operate.
•
Take care not to position any part of your body between any part of the Wheelchair Loader and vehicle body.
•
During maintenance or repair, turn off isolating switch and remove operating key until work is completed, or disconnect battery (It is recommended you do both to prevent any possibility of an accident).
•
The Wheelchair loader should operate smoothly and the only noise during operation should be from the pump unit during the raise operation. If there are any oil leaks or damage to the loader, or if there is any scraping, grating or audible suggestions of rough running this should be investigated. The cause should be pinpointed and eliminated before further deterioration of performance occurs.

SAFETY INSTRUCTIONS •
Do not attempt to modify the circuit to by-pass battery isolation switch.
•
Do not alter the speed flow control settings from those stipulated in this manual as this may cause rapid descent of the Wheelchair Loader.
•
Adjustment of relief valve and consequently system pressure must not be performed without prior consultation with Tieman.
•
Do not use a damaged or malfunctioning Wheelchair Loader.
•
Report all damage or unusual operating characteristics that the loader develops immediately.
•
Maintenance and service on this Loader must only be carried out by a person who has been trained & accredited by Tieman. Please contact Tieman for service work or training.
•
Maintenance and service on the Loader must be done at regular intervals to ensure trouble free and safe operation. For high cycle or heavy load environments, service should be done every three (3) months. For medium or low cycle environments, service should be done every six (6) months.
•
DO NOT modify, dismantle or dispose of the Loader unless you have been trained and authorised to do so.

SAFETY INFORMATION 1. LOW RISKS – SHOCKS & BURNS
Whilst is very unlikely that anyone would be subjected to an electrocution or burn risk whilst operating these units, it is necessary to advise of some potential risks associated with any reduction in the integrity of these units by MISTREATMENT, IMPROPER MAINTENANCE OR BY ANY OTHER MEANS. (A) There is a potential for any person to suffer from an electric shock from one of these units. If wearing " a PACEMAKER or similar type of vital life saving/preserving equipment" you may be adversely impacted by an electric shock or any current invasion to your body. (B) The REMOTE CONTROL UNIT is currently rated at IP65 this means that the unit is "totally protected against DUST and protected against LOW PRESSURE JETS of water from all directions & limited ingress (Penetration) permitted" NOTE: - Exposure to high-pressure water spray directed onto or in the vicinity of the remote control unit may cause water to penetrate the unit resulting in its malfunction. To prevent the remote possibility of this occurring, clients should ensure: (a) The removal of the Remote Control Unit before using a high pressure jet/spray (b) Place the Remote Control Unit in a sealed protective bag strong enough to withstand the pressures being applied to it. (c) Instruct ALL OPERATORS in the care and use of the Remote Control Unit against water penetration. (C) There exists a low risk that BURNS could also be caused by a (D.C.) Direct Current discharge. NOTE: -
These risks do not only apply to equipment supplied and maintained by Tieman Industries, but are risks inherent in the operation of ANY electrical equipment.
3. ALL MANUAL HANDLING INFORMATION
•
In all states there exists OCCUPATIONAL HEALTH & SAFETY Legislation including (Manual Handling) Regulations which require that an employer must ensure that manual handling likely to be a risk to health and safety is examined and assessed.
•
"Manual Handling" generally means any activity requiring the use of force exerted by a person to lift, push, pull, carry or otherwise move or restrain any animate or inanimate object.
•
Owners may find that they need to incorporate training in methods of Manual Handling appropriate for that manual handling task. An employer must make sure that an employee required to carry out any manual handling is provided with appropriate training.
4. SAFETY INFORMATION – STANDING ON WHEELCHAIR LOADER DURING OPERATIONS
•
If it is necessary for any person to stand on the Wheelchair Loader as a necessary work function a safe work procedure must be developed by the employer based on the Risk Assessments provided and an assessment of the actual working environment
•
There is a risk of injury to any operator due to falling off the loader, potential shear/crush injuries, and injury due to sudden movement the Wheelchair either on the platform, inside vehicle or whilst loading a vehicle.

SAFETY INFORMATION 5. POTENTIAL SHEAR / CRUSH INJURY ZONES .
•
When a Wheelchair Loader is being operated through any phase of its Functional Capabilities, there is potential for INJURY to occur through CRUSHING or SHEARING to many areas of the body.
•
If correct adherence to the recommended SAFETY INSTRUCTIONS contained within this Manual are observed, then such injuries will not occur or will be prevented to as low as is reasonably possible.
•
The vigilance, care, concentration and competency of anyone operating a Wheelchair Loader at any time must be of the highest level.
•
Injuries can occur not only to the operator, but to other work-mates and to members of the public. Therefore tailgates should ONLY BE OPERATED by FULLY TRAINED and COMPETENT operators.

UNAUTHORISED ADJUSTMENTS OF FLOW CONTROL VALVE:
•
No unauthorised adjustments are to be made to any part of the hydraulic system to increase the descent rate of any Wheelchair Loader as this increases the risk of injury, and any resulting injury occurring due to this action would most likely result in a more severe injury.

INJURY ZONES.
•
These zones or areas are usually the areas where; (a) The Wheelchair Loader closes up on any part of the vehicle’s body. (b) Any part of the loader or mechanisms that close up on any part, or housed in any part of the tailgate. (c) The surface area at ground level equal to the dimensions of the actual loader platform plus any travel distance due to its mechanical action.
i.e. if a loader is 1.300m x .9m and during its raising/lowering action it moves away .3m from the vehicle body, the potential impact area becomes 1.5m x .9m from its installed position. NOTE: The same principles apply to all Wheelchair Loader regardless of where they are fitted. 8
BATTERY ISOLATION SWITCH
•
Owner to ensure all potential operators of the unit are aware of a potential LOW RISK of injury when ISOLATING the battery switch IF the loader is operated unexpectedly by any persons.
•
This could occur because a person may place an arm between the loader platform and vehicle in some models to reach the battery isolation switch allowing the possibility of a shear/crush injury to occur.
NOTE: This practice is NOT the recommended action to operate the battery isolation switch.
9. MAINTENANCE/REPAIR OF WHEELCHAIR LOADER. - Potential Injuries •
Inadvertent operation during ANY maintenance or repair activity on a Wheelchair Loader could cause injury.
•
To prevent this from occurring, The person performing any maintenance/repair activity is to REMOVE the Battery Isolation Switch Key and keep it securely in their possession until the activity is completed.

SAFETY INFORMATION 10. SAFETY INFORMATION – WHEELCHAIR LOADERS •
If Wheelchairs, powered or non-powered are uncontrolled by operator on attendant and hit the roll stops, there is a potential risk of the Wheelchair & Occupant toppling off the platform.
•
Owners should ensure that all operators are made aware of these dangers.
11. SAFETY INFORMATION - POWER PACKS •
Customers should be aware of the dangers of Power Packs fitted to the "roadside" position of any vehicle.
•
It is TIEMAN INDUSTRIES PTY LTD recommendation that power packs should ONLY be fitted to the "KERBSIDE" of a vehicle.
•
However, there are situations when customers need to have either a single power pack fitted to the "roadside" position or have "dual side" power packs fitted.
•
In this event Owners should ensure that all operators are instructed of the risks of "roadside" operation, i.e. the potential for being struck by other passing vehicles. Operators should be aware of the "recommended" safe positions in which to operate the Wheelchair Loader when using either the "remote control unit".

SAFE LOADING - TD350H Loaders 1.
Owner must ensure the driver and or operator are well trained in the correct loading procedures before using the Tieman TD350H Wheelchair loader.

Please be conscious to the total lifting capacity of the Tieman TD350H
The capacity of this loader exceeds the lifting requirements generally encounted as the capacity will allow for a 80kg chair , a 180kg passenger plus a carer.

OPERATING INSTRUCTIONS SPECIAL INSTRUCTIONS FOR HANDLING WHEELCHAIRS
For either placing a Wheelchair/Occupant into the vehicle or taking them out of the vehicle the driver must observe the following: 1. Vehicle to be parked on a level part of the road to prevent the wheelchair either rolling into the vehicle or rolling out of the vehicle 2. The Wheelchair must approach the platform from the kerbside and not the roadside when loading into vehicle. 3. Similarly when unloading from the vehicle attendant to ensure that the Wheelchair can be rolled off the platform to the kerbside. 4. All wheelchairs must be loaded & unloaded with the wheelchair passenger facing forward. 5. Attendant must ensure that the Wheelchair occupant is well balanced in the wheelchair so as to avoid the wheelchair toppling backwards. This is of real concern when handling wheelchair having amputees as occupants. 6. Driver/Attendant to ensure that the Wheelchair has adequate tiedown points to fit the restraint system otherwise the wheelchair must not travel. 7. Driver/Attendant to ensure that the wheelchair can be restrained in accordance with the restraint system in your vehicle. 8. Some Wheelchairs due to length and or width prevent the ability of carrying other adjacent wheelchairs simultaneously as they can encroach into the area allocated for other wheelchairs. 9. It is the vehicle drivers responsibility to ensure that occupant loading regulations are complied with. As the Owner / Operator, you are responsible for: 1. The maintenance and care of the Lift. 2. Passenger/Operator safety.
DAILY OPERATING CHECKS 1. Inspect Lift prior to use. It should be clean and free of any defects. 2. Check all operations.
3. Check occupant restraint. 4. Check for leaks in the hydraulic system. 5. Check the platform lock operating properly. 6. Check the hydraulic oil level, if leaks are apparent. 7. Check the control box and switches for proper operation. 8. Remove all obstructions.

OPERATING INSTRUCTIONS TO OPERATE
1. Park vehicle on a level area away from any traffic, allow 2-3 metres for Lift opening and passenger boarding. 2. Stand clear of Lift and door(s) during operation. 3. Un-lock the yellow safety latch by lifting the latch back onto the stopper; refer to Fig 1& 2A & 2B SAFETY LATCH IN LOCKED POSITION

TO LOAD 1. Place wheelchair in the center of the platform and ensure that nothing restricts the Lift operations. 2. Lock the wheelchair brakes. 3. Push “U” button and maintain until Lift stops at floor level (FIG 6). 4. Release wheelchair brake & roll wheelchair into vehicle. TO STOW 1. With unit at floor level press “F” button and maintain until Lift is in closed position; refer to Fig 6, 7 & 8.

OPERATING INSTRUCTIONS MANUAL OPERATING PROCEDURES These procedures are also detailed on the operating sign. Should for some reason the power pack or controls not operate the platform you can operate the loader manually in an emergency situation to either raise a Wheelchair/Passenger into the vehicle OR take Wheelchair/Passenger out of vehicle and lower to ground. When using these procedures attendant must observe all the precautions required for normal control. When using the emergency handle to operate the lowering valve do so very carefully. You only need to turn the handle a ½ to ¾ of a turn to make the platform lower. You can stop the lowering at any time by turning the valve back off gently. Caution: Operate the lower valve gently do not wind in or out too far. Do not exert force otherwise valve will be damaged and nothing will work.
Excessive over winding of valve may invalidate warranty.
REMOTE CONTROL UNIT (Hand Held Type) All Tieman provided Remote control Units are manufactured to exacting standards, designed to provide the maximum in reliability, ease of operation and safety. The current Units being supplied have a minimum IP rating of 65. This ensures the units are “totally protected against dust, and protected against LOW Pressure jets of water from all directions –limited ingress permitted”. MAINTENANCE MAINTENANCE & REPAIR PERSONNEL: Any maintenance or repair work must be done by a person that is suitably qualified and trained to do the work safely. We recommend that this work is done by Tieman or a Tieman authorised agent. If this is not possible, then the Owner must: • Develop & implement a preventive maintenance plan for the unit. • Create a competency based training program for servicing the unit. • Train & authorise personnel on the safe & correct service of the unit. • Permit only suitably trained & skilled personnel to service the unit.
PLANNED MAINTENANCE: To prolong the operational life and ensure the safe operation of you Wheelchair Loader we recommend regular planned maintenance by Tieman or a Tieman authorised agent. For high cycle or heavy load environments, service should be done every three (3) months. For medium or low cycle environments, service should be done every six (6) months. Please contact either Tieman or a Tieman authorised agent to discuss your maintenance requirements. TROUBLESHOOTING: If, for any reason your Wheelchair Loader does not work, refer to the fault tracing chart below. If the fault cannot be found through the fault tracing actions, contact Tieman or a Tieman authorized agent to rectify the problem. FAULT Platform will not raise or reach floor of vehicle.
CAUSE 1. Battery flat.
2. Voltage to pump switch low.
Platform raises slowly

Platform will rise to bed height but starts to lower slowly after release of control. Unit will not lift rated load. Platform descends too fast with load.

Check occupant restraint. Check for leaks in the hydraulic system. Check the platform lock operating properly. Check the hydraulic oil level, if leaks are apparent. Check the control box and switches for proper operation. Remove all obstructions.
THE MONTHLY CHECK: • • • • • • • •
Complete the Daily Check, plus the following: Check all bolts for looseness. Check all welds for cracks. Lubricate all grease fittings. Replace any worn or broken parts. Check the lifting and lowering speed. (Be sure it is safe). Check the oil level, and add more oil, if necessary. (Do not overfill). Check condition of battery.
THE ANNUAL CHECK: • Complete the Daily Check. • Complete the Monthly Check, plus the following: • • • • • • •
Check all electrical cables for chafing or breaking. Check all hydraulic lines for leaks, cracks or chafing. Drain the hydraulic reservoir and clean the filter. Fill reservoir with clean hydraulic oil (ISO grade 22). Check the lifting capacity. (See label for correct capacity). Check all safety devices for proper operation. Check all electrical connections for tightness.
